The National Research Council on behalf of the Government of Canada (GoC) and its’ Partners seek to procure a secure, scalable, bilingual web-based digital platform (“the platform”) to support the reporting, review, analysis, and visualization of embodied carbon emissions in building and infrastructure construction projects. This procurement includes the design, development, configuration, deployment and ongoing support of the platform. The solution will provide a centralized system that ensure consistent data collection, automated validation, and reporting in alignment with embodied carbon disclosure and reduction policies for buildings and infrastructure projects. At a minimum, the platform shall enable: - Intake of material and project specific embodied carbon submissions; - Import and export capabilities for compatible whole building Life Cycle Assessment (wbLCA) submission reports and raw data; - Dashboards and customizable reporting functions for internal analysis; and - The creation of an anonymized public dataset. The Platform MUST comply with Government of Canada security requirements for Protected A information and meet Canadian-based data residency requirements.
