PROCUREMENT OVERVIEW

VIA Rail Canada Inc. is seeking a qualified supplier to design, implement, and manage a Vendor Managed Inventory (VMI) program across its operations in Canada, specifically in Montréal, Toronto, Winnipeg, and Vancouver. The primary objective of this initiative is to ensure the continuous availability of critical materials and parts, minimize stockouts and emergency purchases, streamline replenishment processes, and enhance the overall total cost of ownership (TCO). The contract scope includes managing inventory items at designated VIA Rail locations, supplying stockable items to stores, and delivering non-stockable items to various VIA Rail stations and administrative sites across Canada.

MANDATORY REQUIREMENTS

• Bidders must demonstrate experience in managing Vendor Managed Inventory programs.
• Geographic capability to service the specified locations (Montreal, Toronto, Winnipeg, Vancouver).
• Ability to meet service level agreements for inventory management, monitoring, replenishment, and reporting.

• Management of agreed inventory items at designated VIA Rail locations.
• Timely delivery of stockable and non-stockable items to specified locations.
• Regular reporting on inventory levels, stockouts, and replenishment metrics in accordance with agreed service levels.

PREFERRED QUALIFICATIONS

• Previous experience with similar VMI programs in the transportation or logistics sectors.
• Certifications in supply chain management or inventory systems (e.g., APICS, Six Sigma).
• Proven track record of reducing stockouts and improving TCO in previous contracts.
