AI Summary

PROCUREMENT OVERVIEW

The Canadian Nuclear Safety Commission (CNSC) is seeking proposals to conduct a comprehensive study on the transport properties of iodine in illite-rich clay barriers sampled from the Cigar Lake uranium deposit in Saskatchewan, Canada. The project aims to achieve several objectives: acquiring clay samples from the clay-rich zones overlying the ore body, characterizing key geotechnical and geochemical properties of these samples, developing an experimental program to measure iodine transport properties under in-situ conditions, and reporting findings to the CNSC.

ISSUING ORGANIZATION

The issuing organization is the Canadian Nuclear Safety Commission (CNSC), located in Ottawa, Ontario, Canada. For inquiries, bidders can contact the Team Procurement at [email protected].

TECHNICAL CAPABILITIES

Bidders must possess expertise in:

  • Characterization of geotechnical and geochemical properties of clay samples.
  • Development of experimental programs to measure solute transport properties, specifically iodine.
  • Familiarity with methodologies for assessing moisture content, saturation degree, porosity, mineralogy, and iodine leachability.

DELIVERABLES AND PERFORMANCE STANDARDS

Key deliverables include:

  • Acquisition and characterization reports of clay samples.
  • An experimental program report detailing the solute transport properties of iodine.
  • A final report summarizing the experimental findings for submission to the CNSC.

PREFERRED QUALIFICATIONS

While not mandatory, preferred qualifications that may enhance a bidder's competitiveness include:

  • Previous experience with similar projects in nuclear or environmental contexts.
  • Advanced certifications in geotechnical or geochemical analysis.
  • Demonstrated ability to work within regulatory frameworks related to nuclear safety.

Canada is seeking offers from Offerors to conduct characterizing studies on the samples from the Cigar Lake Uranium Deposit and test the transport properties of iodine under conditions similar to in-situ circumstance to Canadian Nuclear Safety Commission (CNSC). The study aims to achieve the following objectives: • Acquisition of clay samples originating from the clay-rich zones overlying the ore-body of Cigar Lake uranium deposit, Saskatchewan, Canada, either from existing core stocks or through acquisition, as required. • Characterization of key geotechnical and geochemical properties of the clay samples, such as moisture content, saturation degree, dry density, porosity, minerology, redox and chemistry of pore fluid, specific surface area, grain size distribution, iodine leachability and distribution proportion. • Development of experimental program to measure the solute transport properties (e.g. diffusion and partition coefficients) of iodine in the clay samples under conditions similar to in-situ circumstance. • Reporting of experimental findings to the Canadian Nuclear Safety Commission (CNSC). A complete description of the work to be performed is provided in Annex – Statement of Work.
