The City has as-needed service requirements in four (4) categories of investigative services,
each category with quality standards that must be met. The investigative categories include
but are not limited to performing the following as directed by the City:
1. Workers’ Compensation investigations to assist the City in determining if the
injury arose out of and in the course of employment (AOE/COE), obtaining
claimant and witness statements, social media research and background checks.
2. Liability investigative services by contacting and taking required statements from
claimants and witnesses, inspecting, photographing and documenting accident
sites, preparing inventories, appraisals and valuations of damage to real and
personal property.
3. Surveillance includes claimant video surveillance and activity checks.
4. Special Investigative Unit (SIU), investigate suspected workers’ compensation
fraud and refer suspected fraud cases to the local District Attorney’s office and
maintain reporting requirements per the California Department of Insurance
(CDI).
Contractors are not required to submit proposals for all four (4) investigative categories.
Contractors shall submit proposals for those investigative service categories for which they
are specifically qualified to provide the City in accordance with the requirements of this RFP.
