The City of Fresno (City), Department of Public Utilities (DPU), is soliciting Statements of Qualifications (SOQs) from qualified engineering consulting firms to serve as an Owner’s Advisor (OA) to lead and manage the 1,2,3-Trichloropropane (TCP) Water Treatment Project (Project) using the Progressive Design-Build (PDB) delivery method. This Project will be the first Project implemented by the DPU using PDB. The City is soliciting OA services to guide DPU through the PDB process and provide technical and managerial expertise for the Project through achievement of full operation. The City has determined that due to the Project’s size, complexity, and duration, PDB would best meet the Project’s objective. The OA will play a critical role as part of this Project and is expected to bring breadth and depth of experience in procuring the most qualified Design-Build Entity (DBE) for complex water infrastructure projects.
