This published notice is not a solicitation. This document does not offer any commitments with respect to future purchases or contracts. The information in this notice is illustrative and may be revised as circumstances change. The purpose of this notice is to inform industry that Public Works and Government Services Canada (PWGSC) intends to establish new Departmental Individual Standing Offers (DISOs) to replace the expiring DISOs under EW699-220114 Multidisciplinary Environmental Services. The new DISOs will include the following consulting services for PWGSC’s Western Region: • Environmental impact assessments, permitting and studies o Environmental impact assessment o Permitting and regulatory support o Biological studies and investigations o Archaeological assessment • Environmental management of federal facilities o Environmental management and compliance o Hazardous building materials surveys o Air quality o Potable water sampling o Storage tank system audits • Contaminated sites consulting services o Phase I, II, III environmental site assessments (ESAs) o Geotechnical assessment o Human health and ecological risk assessment o Climate change risk assessment o Remedial options analyses /Evaluation and remedial action / Risk management action plans • Remediation planning, tender support, and supervision o Remediation planning o Site supervision and contract administration services o Cost estimating PWGSC plans to develop the upcoming multidisciplinary environmental services Request for Standing Offers (RFSOs) with the following structure: Publish four RFSOs on the CanadaBuys tender opportunities website, each aligned to a distinct geographic area and supplier eligibility requirements: 1. Prairies RFSO: Alberta, Saskatchewan, and Manitoba 2. Prairies PSIB RFSO: Alberta, Saskatchewan, and Manitoba, limited to Indigenous suppliers in accordance with the Procurement Strategy for Indigenous Business (PSIB) 3. Northwest RFSO: Northwest Territories and Yukon 4. Nunavut RFSO: Nunavut Settlement Area, limited to Inuit firms registered on the Inuit Firm Registry Each RFSO will allow consultant firms to qualify for a DISO for the geographic area covered by that RFSO. ? Consultants may submit offers under more than one RFSO. ? Call-up distribution within each standing offer will be based on pre-determined percentages. ? Each standing offer will include two tiers, with separate call-up procedures as follows: 1. For requirements up to $100,000 (including applicable taxes), PWGSC may either: i. issue the call-up to the next firm on the rotation (rotational call-ups), ii. select the Offeror of their choice (selective call-ups) iii. compete the call-up on the basis of a work plan, level of effort, cost of disbursements and/or travel or Indigenous/Inuit commitments (competitive call-ups). 2. For requirements above $100,000 (including applicable taxes), PWGSC may either: i. issue the call-up to the next firm on the rotation (rotational call-ups), ii. direct a call-up to a firm with ‘best-fit’ justification (‘best fit’ call-ups), or iii. compete the call-up on the basis of a work plan, level of effort, cost of disbursements and/or travel or Indigenous/Inuit commitments (competitive call-ups /the pre-established unit rates of the standing offers will be respected). Each issued call-up will affect the order of priority of rotational call-ups to attain the ideal business volume distribution. Modern Treaties/Comprehensive Land Claims Agreements (CLCAs) Many of the multidisciplinary environmental services tool call-ups will be subject to modern treaties/CLCAs, which define the land and resource rights of Indigenous signatories and are intended to improve the social, cultural, political and economic well-being of the concerned Indigenous peoples. Accordingly, the RFSOs will include socio-economic benefits criteria designed to maximize opportunities for Indigenous businesses, labour, subcontracting and training. The Nunavut stream in particular will be exclusive to firms listed in the Inuit Firm Registry [https://inuitfirm.tunngavik.com]. Vendor Performance Management PWGSC will develop a vendor performance mechanism that is specific to the standing offers. The mechanism is designed to adjust the percentage distribution of call-ups according to the performance of each offeror. Buy Canadian Policy As part of the Government of Canada’s Buy Canadian Procurement Policy, the Policy on Prioritizing Canadian Suppliers and Canadian Content in Strategic Federal Procurements will apply to the RFSOs. Where applicable, each RFSO will include the required clauses and certifications. Optional Pre-Tender Information Session An information session will be held through a Microsoft Teams videoconference meeting on September 22, 2026. The session will begin at 10:00 AM Mountain Daylight Time.
