1. SERVICE FREQUENCY
The Contractor shall provide regularly scheduled coyote abatement services weekly, for an estimated 52 service visits per year.
The City may request additional service visits or response to reported coyote activity on an as-needed basis, subject to the available Purchase Order amount and applicable unit prices provided by the Contractor.
2. SCOPE OF SERVICES
The Contractor shall provide professional coyote monitoring, abatement, and removal services at the Redlands Municipal Airport. Services shall include, but are not limited to:
A. Site Inspection and Monitoring
During each scheduled service visit, the Contractor shall inspect the Airport and surrounding areas for evidence of coyote activity. Identify active travel routes, game trails, dens, or other areas associated with coyote activity. Evaluate conditions that may contribute to coyote activity. Identify appropriate locations for lawful abatement measures. Report significant coyote activity or conditions requiring City attention.
B. Coyote Abatement and Removal
The Contractor shall implement appropriate and lawful coyote abatement measures based on site conditions and observed coyote activity.
Where trapping or removal is determined to be appropriate, the Contractor shall use only methods, equipment, and traps that are lawful and authorized for use in California.
Properly place and secure traps or other equipment in locations that minimize risks to the public, Airport personnel, aircraft operations, and non-target wildlife.
Monitor traps in accordance with all applicable laws, regulations, permit requirements, and accepted professional practices. Promptly respond to any animal captured in a trap.
Humanely dispatch or otherwise handle captured coyotes in accordance with applicable California Department of Fish and Wildlife (CDFW) requirements.
Properly remove and dispose of or otherwise handle animal remains in accordance with applicable laws and regulations.
CDFW states that wildlife cannot be trapped and released elsewhere. Coyotes shall not be relocated or released at another location unless expressly authorized by applicable law or regulatory authority.
C. Regulatory Compliance
The Contractor shall be responsible for maintaining all licenses, permits, certifications, and authorizations required to perform the services.
The Contractor shall comply with all applicable:
California Department of Fish and Wildlife requirements;
California Fish and Game Code;
California Code of Regulations, Title 14;
Federal, State, and local laws and regulations;
Airport rules and operational requirements; and
Applicable health, safety, and environmental requirements.
The Contractor shall provide evidence of required licenses or permits upon request by the City.
CDFW currently identifies a trapping license for persons who trap fur-bearing or nongame mammals for pest-control purposes.
D. Airport Safety
Because the work will occur at an active municipal airport, the Contractor shall coordinate all activities with the City's designated Airport representative.
The Contractor shall:
Follow all Airport access and safety procedures.
Remain aware of aircraft operations, personnel, vehicles, and not interfere with Airport operations. Immediately report any condition that could present a safety hazard.
