A21 Administration Chiller Replacement This requirement is for: The Correctional Service of Canada, Bowden Institution, Innisfail Alberta Trade agreement: Canadian Free Trade Agreement (CFTA) Policy on Reciprocal Procurement: This solicitation is open only to Canadian suppliers. Competitive Procurement Strategy: Lowest priced compliant bid. Set-aside under the Procurement Strategy for Indigenous Business: This procurement is not subject to any set-asides for Indigenous Suppliers. Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement. Security Requirements: This contract does not include security requirements. Nature of Requirements: The following is a summary of the statement of work for this requirement. The Correctional Service of Canada (CSC) has a requirement to replace Bowden Institution’s existing air-cooled chiller. Background: The existing air-cooled chiller serving the Bowden Institution Administration Building has failed and is no longer operational. Replacement of this critical mechanical asset is required to restore cooling service, support continuity of administrative operations, and provide a reliable, long-term solution that reduces the risk of future operational disruptions and emergency repair costs. Objectives: The Contractor must deliver a fully operational air-cooled chiller in the Administration Building. The air-chilled cooling system the Contractor provides must be designed, installed, and commissioned to provide continuous and dependable cooling under the specified operating conditions. The system must maintain the required cooling capacity and temperature control, operate safely and efficiently, and minimize service interruptions through the use of durable components, appropriate controls, and accessible maintenance provisions. Deliverables: The Contractor must keep Site Disruptions (including, but not limited to noise, dust, and smells) to a minimum. The Contractor must communicate all anticipated disruptions to the CSC Client Representatives a minimum of five (5) working days in advance to allow CSC to issue site-wide notifications. Schedule: a)The Contractor must provide the anticipated construction duration based on continuous execution of the project once mobilized, subject to CSC operational constraints. b)The Contractor must perform the work during Bowden institution’s normal business hours Monday – Friday from 0800 to 1600 hrs. c)The Contractor must provide a Detailed Schedule upon contract award. Operation & Maintenance documentation: a)The Contractor must provide complete Operation & Maintenance documentation that includes Vendor and Warranty information: b)Documentation must also include as-built drawings, controls sequences, start-up reports, and commissioning records. c)The Contractor must provide one PDF electronic copy to CSC and PSPC. d)The Contractor must also provide one (1) hard copy in printed format, contained within a durable three-ring binder of sufficient capacity to securely hold all documentation without overcrowding. The binder must include a clearly labeled cover and spine identifying the project. The completed binder must be submitted to the CSC Facility Owner Representative at Substantial Completion. Any conditions for participation of suppliers not specified in solicitation documentation: none. Estimated quantity of commodity: see solicitation document statement of work and basis of payment. Duration of Contract and Time Frame for Delivery: Construction Time: The Contractor must perform and complete the Work within twenty-eight (28) weeks from the date of notification of acceptance of the offer.
