International Registration Plan Digital Solution

The Ministry of Transportation (MTO) is seeking information from the marketplace regarding digital solutions that could support the modernization of Ontario’s International Registration Plan (IRP) program. The IRP program enables the registration of commercial vehicles operating across Canadian provinces and participating U.S. jurisdictions and currently serves more than 5,000 carrier accounts and 57,000 registered vehicles. The Ministry of Transportation is seeking information from qualified vendors on commercially available digital solutions that can support the end-to-end administration of Ontario’s International Registration Plan (IRP) program. The ministry is interested in solutions that provide capabilities such as customer and account management, fleet and vehicle management, registration processing, payment processing, document management, workflow automation, compliance and audit functions, reporting and analytics, and integration with related transportation and regulatory systems.
