The description of the project to survey the Equine Management Zones is outlined in the table in the RFP. Generally, the surveys require a helicopter with fuel, pilot, fuel truck and driver to provide a low altitude, low airspeed viewing platform to safely classify feral horses into age categories based on visual features. Proposals may be submitted for the entire list of surveys or all surveys based out of one of the three airports but not broken down any further. Ideally surveys will occur across consecutive days, with a break between airports.
