NOTICE OF PROPOSED PROCUREMENT (NPP) This bid solicitation cancels and supersedes previous bid solicitation number 30004518 dated August 29, 2024 with a closing of October 16, 2025 at 14:00 Atlantic Time. Submissions for 30004518 will no longer be accepted. This solicitation will remain on CanadaBuys until June 30, 2029. The Canadian Hydrographic Service (CHS) of Fisheries and Oceans Canada (DFO) has a requirement to establish a number of Supply Arrangement (SA) with pre-qualified suppliers to meet the general requirements specified in each of the following service streams: a. STREAM 1: Hydrographic/Bathymetric Training Services; b. STREAM 2: Hydrographic Navigational Charting Support and Production services; c. STREAM 3: Bathymetric Data Assessment and Processing services; and d. STREAM 4: Hydrographic/Bathymetric Consulting services. These services will be required on an as required basis throughout the period(s) of the Supply Arrangement. The Canadian Hydrographic Service (CHS) is mandated to chart Canadian waters to ensure safe navigation and to protect Canadian sovereignty. In that endeavour CHS must collect hydrographic/bathymetric data in support of new digital charting products as well as maintain existing portfolios of nautical charts in a variety of formats. This must be done using current international charting standards of data collection, processing and production. The proposed period of the Supply Arrangement is five (5) years from the date of issuance to December 31, 2029. There are security requirements associated with this requirement. For additional information, consult Part 1 - General Information, and Part 6A - Supply Arrangement. For more information on personnel and organization security screening or security clauses, Suppliers should refer to the Contract Security Program of Public Works and Government Services Canada (http://www.tpsgc-pwgsc.gc.ca/esc-src/introduction-eng.html) website. The Request for Supply Arrangements (RFSA) is to establish supply arrangements for the delivery of the requirement detailed in the RFSA to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries to locations within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside of the resulting supply arrangements. To allow new suppliers to qualify, the Request for Supply Arrangement will be posted on the Government Electronic Tendering Service (GETS) up to six (6) months prior to its expiry date.
