Strategic Services for Identity and Access Management (IAM)

PROCUREMENT OVERVIEW:

The Business Development Bank of Canada (BDC) is seeking strategic services to modernize its Identity and Access Management (IAM) framework. The project aims to enhance security, improve governance, and facilitate the adoption of a scalable Zero Trust architecture across BDC’s digital ecosystem. The scope includes managing both human and non-human identities, applications, APIs, and environments (cloud and on-premises). The initiative requires a structured approach supported by independent strategic expertise, focusing on a comprehensive IAM roadmap and ongoing advisory services throughout the transformation lifecycle.

MANDATORY REQUIREMENTS:

• Proven experience in large-scale IAM transformations.
• Expertise in Zero Trust architecture design.
• Experience in regulated environments.
• Ability to balance security, compliance, operational efficiency, and business enablement.
• Must demonstrate a structured, enterprise-level approach to IAM.

TECHNICAL CAPABILITIES:

• Expertise in IAM components: authentication, authorization, identity lifecycle management, and access governance.
• Familiarity with integration of IAM with security and platform services.
• Knowledge of architectural orientations and governance models relevant to IAM.

DELIVERABLES AND PERFORMANCE STANDARDS:

• Lot 1 Deliverables: A comprehensive IAM roadmap, including a target-state vision, guiding principles, and a prioritized set of initiatives.
• Lot 2 Deliverables: Ongoing advisory support, including validation of strategic options, architectural guidance, and operational model considerations.

EVALUATION CRITERIA:

Proposals will be evaluated based on the following factors:

• Technical approach and understanding of IAM transformation.
• Past performance and relevant experience.
• Price competitiveness.
  The evaluation will likely follow a best-value approach, prioritizing technical merit alongside cost.

PREFERRED QUALIFICATIONS:

• Additional certifications in IAM frameworks or security standards (e.g., ISO, SOC).
• Experience with IAM in similar financial or regulated sectors.
• Familiarity with current IAM technologies and tools that align with Zero Trust principles.
