The Municipality of North Cowichan is seeking to prepare a streetscape design guide specific to the Bell McKinnon Local Area Plan (BMLAP) area. The BMLAP, adopted in 2018, sets out a vision for the area which is designated as a growth centre and is anchored by the new Cowichan Regional Hospital (currently under construction). The BMLAP calls for a focus on the environment and a high-quality public realm and pedestrian experience.
