Contractor for weekly technical support at the Canadian Air and Precipitation Monitoring Program (CAPMoN) Marten River site

Description: 1. Summary Environment and Climate Change Canada (ECCC) requires a Contractor for weekly technical support (52 weeks per year) at the Canadian Air and Precipitation Monitoring Program (CAPMoN) Marten River site located approximately 16 kilometers southwest of Marten River, Ontario with coordinates N 46.671194° latitude W 79.919250° longitude. ECCC operates an environmental research and monitoring station in the area which forms part of ECCC’s national network of CAPMoN stations. The primary focus of this monitoring station is the weekly collection of precipitation and/or air samples. Environmental data is collected from both automatic and manual samplers. A contract operator is required to attend to the station to retrieve and process the samples according to the CAPMoN Standard Operating Procedures (SOP's). The samples are then packaged and shipped for analysis to the CAPMoN National Laboratory located in Toronto, Ontario. Other weekly duties include reading and recording of various gauges, diagnostics, and regular servicing, troubleshooting, and minor repair of a variety of monitoring equipment. On-site training will be provided by ECCC technical staff. Details of Work to be Performed: All sampling, shipping, and maintenance must be performed in accordance with the Site Operations Reference Manuals; and in accordance with any amendments to the aforementioned manuals. The routine may involve additional collectors, passive samplers and various climatological and meteorological instruments. ECCC will provide the Contractor the aforementioned manuals and amendments. Initial Contract Period: Date of signed contract to December 31, 2027 – CAPMoN Site Operator that plus two option years. The evaluation and selection methodology is lowest price. 2. Anti-forced Labour Requirements The Offeror states that the Work is not mined, manufactured, or produced wholly or in part by forced labour. In performing the Contract and regardless of who acts as an importer, the Offeror must not, directly or indirectly, deliver Work if it is mined, manufactured, or produced wholly or in part by forced labour. 6. Debriefings Offerors may request a debriefing and feedback on their results of the bid solicitation process. Offerors should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person. 9. Official Languages Environment and Climate Change Canada provides procurement services in both official languages.
