AI Summary

Summary of Opportunity Information

  1. Purpose
The main purpose of this opportunity is the procurement of a Compact Optical Frequency Comb to support the National Research Council of Canada’s Frequency and Time Group in developing and evaluating a transportable strontium single ion clock. The objectives include enabling spectral purity transfer between lasers, facilitating local frequency comparisons with other atomic clocks, conducting stability measurements in the lab, and potentially contributing to the future development of an optical lattice clock.

    • Posted Date: September 24, 2025
    • Due Date: October 9, 2025, at 14:00 (2 PM)
    • Delivery Date: Equipment expected by March 31, 2026
  4. Key Requirements
The Compact Optical Frequency Comb must meet the following essential criteria:

    • Self-referenced, centered at 1560 nm ± 20 nm with at least six polarization-maintaining fiber outputs.
    • Non-zero carrier-envelope offset frequency and a repetition rate phase-locked to a 10 MHz external reference.
    • At least one mode phase-locked to an optical reference, with inputs for 1542.15 nm and 674.0 nm lasers having integrated beat-detection units.
    • Outputs for beat notes, nominal repetition rate of 250 MHz, and an adjustment range of ±2 MHz.
    • Accuracy better than 8×10⁻¹⁹ MDEV for averaging times >100 seconds, and stability better than 4×10⁻¹⁷ MDEV in 1 second.
    • Compatible control software with Windows 11 or higher, operating on 115 VAC, with total power consumption <100 W.
    • Must fit in a 3U box for standard 19” racks and weigh <25 kg, operating between 15°C and 35°C.

Suppliers interested in this opportunity are invited to submit a statement of capabilities demonstrating how they meet the detailed requirements before the closing date. If no competitive proposals are received, the NRC will award the contract to the pre-identified supplier, Menlo Systems, due to their specialized technology and patents related to the necessary optical frequency comb systems.

ACAN – Compact Optical Frequency Comb 25-58156 Doyle, Shawn Telephone: 343-551-3688 [email protected] There are no security requirements associated with this solicitation. CKFTA apply to this ACAN. The Comprehensive Land Claim agreements will not apply Requirement The Frequency and Time Group maintains and disseminates Canada’s official timescale. As part of its research and development mission, the Frequency and Time Group has been developing since 2017 a pair of state-of-the-art strontium single ion clocks, one of which will be transportable. The primary objective of this procurement is to support the development and evaluation of the transportable strontium single ion clock by allowing spectral purity transfer between a C-band (1542 nm) ultrastable laser and a diode laser at the clock transition (674 nm). The second objective is to allow local frequency comparisons between the transportable strontium ion clock with other world-leading optical atomic clocks at other national metrology institutes. These measurements are impactful on the international decision on a future redefinition of the SI second. A third objective is to allow comb-comb frequency stability measurements in the laboratory with NRC’s existing optical frequency comb in order to improve existing frequency chains. Finally, this system will support the potential future development of an optical lattice clock. Note to Suppliers An ACAN will be posted on CanadaBuys.gc.ca for a period of 15 days, allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. Statement of Capabilities Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. Inquiries To ensure a response before the ACAN closing date, all enquiries about this requirement must be submitted in writing and received by the Contracting Authority at least five (5) calendar days prior to the ACAN closing date.
