The City of San Diego (the City) seeks proposals from qualified contractors to provide a turnkey electric vehicle (EV) Charging as a Service (CaaS) infrastructure program (Services) for the design, installation and management of EV supply equipment (EVSE) (Level 2 or DC fast charging) necessary to electrify the City’s fleet vehicles across multiple City sites. Specifically, the City desires a long-term contract with a partner to deploy a sufficient number of charging ports on City sites to support the electrification of approximately 3,500 City vehicles by 2035, ensuring no significant impact to operational capacity.
The City seeks EV charging solutions that optimize the use of EVSE across a strategic portfolio of sites. Contractor shall propose the number of charging ports at each of eight mandated sites and propose deployment of charging ports at additional City sites for consideration per Section F.2. of Exhibit B. While City departmental vehicles have historically dwelled at certain sites, some vehicles may be relocated to different sites in order to optimize deployment and reduce costs. Vehicle relocation to a different dwelling site shall be made at City’s sole discretion. However, San Diego Police Department (SDPD) and Fire-Rescue Department vehicles shall be programmed to dwell only at SDPD and Fire-Rescue sites, and other departments should not be programmed at these sites.
