The City of Torrance seeks to contract with an experienced Community Health Provider for mobile mental health, behavioral health, and substance use disorder treatment for residents of the City's 40-unit Tiny Home Village 3290 Temporary Housing Program (3290) and clients identified via the City's Homeless Outreach Coordinators. Substance use disorder treatment includes clients with Opioid Use Disorder.
The Community Health Provider will provide the staffing and transportation necessary to operate the mobile program, including the provision of at least one licensed psychiatrist. The mobile services will be provided one weekday per week for half of a day (4 hours/.1 FTE). The weekday selected will be at the City's discretion.
The Community Health Provider Staff will receive referrals and work collaboratively with the Staff at 3290 and the Homeless Outreach Coordinators to identify people experiencing homelessness who are in need of services. Services will be provided where clients are located (including 3290 or unsheltered locations in Torrance).
The Community Health Provider must have existing referral relationships with mental health, behavioral health, and substance use disorder treatment facilities. The Community Health Provider will connect participants with additional in-patient or out-patient treatment as needed, ensuring a warm handoff. Interested providers should include all program costs in the budget submitted.
Administrative/indirect costs cannot exceed 10% of direct cost. If selected vendor's general liability policy does not cover or has an exclusion of sexual and physical abuse and/or molestation, a separate policy to cover this exposure will be required with $1,000,000 per claim and $2,000,000 aggregate. Vendor's employees or agents that provide services under this project will be required to have a LiveScan electronic fingerprinting check (as well as background check) before commencing any service. This contract is projected to be funded using Opioid Settlement Funds, all services must be in compliance with the regulations associated with those funds.
