TASK Based Professional Services (TSPS) Requirement This requirement is for: Public Service Commission of Canada (PSC) a) It is intended to result in the award of 1 contract for a period of one (1) year plus one (1) one-year irrevocable option allowing Canada to extend the term of the contract(s). b) The TSPS SA E60ZT-18TSPS is incorporated by reference and forms part of this bid solicitation, as though expressly set out in it, subject to any express terms and conditions contained in this bid solicitation. The capitalized terms not defined in this bid solicitation have the meaning given to them in the TSPS SA. c) Only selected TSPS SA Holders currently holding a TSPS SA for Tier 1 in the National Capital Region under the E60ZT-18TSPS series of SAs who qualified under Tier 1, under the National Capital Region area, level of expertise and for the following categories: Two (2) Stream 9.12 - Senior Evaluation Services Consultant One (1) Stream 9.12 - Intermediate Evaluation Services Consultant One (1) Stream 9.12 - Junior Evaluation Services Consultant d) SA Holders may not submit a bid in response to this bid solicitation unless they have been invited to do so. However, should an uninvited SA Holder wish to be invited, it may contact the Contracting Authority to request an invitation at any time prior to five business days before the published bid closing date, and an invitation will be made to that SA Holder unless it would not be consistent with the efficient operation of the procurement system. In no circumstance will such an invitation require Canada to extend a bid closing date. This requirement is open only to those Supply Arrangement Holders under E60ZT-18TSPS The following SA Holders have been initially invited to bid on this requirement. 1. Where additional invitations are made during the bid solicitation process, it may be that they are not reflected in a bid solicitation amendment: Description of the Requirement: The PSC requires Evaluation Services Consultant support services on an “as and when required” basis to assist in the delivery of evaluation engagements identified in the PSC’s Internal Audit and Evaluation Plan. Bidders must submit a bid for all work streams as follows: WORKSTREAM DESCRIPTION LEVEL NUMBER OF RESOURCES* 9.12 Evaluation Services Consultant Senior 2 9.12 Evaluation Services Consultant Intermediate 1 9.12 Evaluation Services Consultant Junior 1 On an “as and when required” basis, through the issuance of Task Authorizations (TA) the Contractor will provide human resources to support the Internal Audit and Evaluation Directorate (IAED) in undertaking all or part of the development of evaluations, components of performance information profiles such as indicators, logic models, strategic support related to PSC programs and initiatives. It may require the Contractor to work with different PSC sectors on performance measurement related activities. Table 1: List of currently planned evaluation projects Lessons Learned Review of the Second-language Evaluation – Unsupervised Internet Testing Accommodation Review of the Priority Entitlement Program Evaluation of the Post-secondary Recruitment Program Review of the PSC Digital Strategy Implementation Evaluation of the Administration of Second Language Evaluations The below Table 1 is an excerpt from PSC’s 2021-23 Internal Audit and Evaluation Plan. The table presents the currently planned evaluation engagements to indicate the types of projects that may be undertaken. IAED updates this plan annually, at a minimum, so the list is subject to revision. The Contractor’s Resources must complete all or a range of tasks to support the completion of individual engagements or tasks pursuant to these streams, as directed by the Project Authority (PA) or designate. The Contractor’s Resources may be required to work independently, in collaboration with the IAED evaluation team, or with other Sector representatives. Regardless of the Background section above, should a requirement for work from another PSC sector align with the tasks and deliverables of this contract, IAED may, at its discretion, leverage resources from this contract to support and assist with that requirement. Security: There are security requirements associated with this requirement. Please note that SA Holders do not need to have the required clearance to submit a bid. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 – Resulting Contract Clauses. For more information on personnel and organization security screening or security clauses, Bidders should refer to the Contract Security Program of Public Works and Government Services Canada (http://www.tpsgc-pwgsc.gc.ca/esc-src/introduction-eng.html) website. Level of Security Requirement: Security Requirement: Common PS SRCL #6 applies Minimum Corporate Security Required: Designated Organization Screening (DOS) Minimum Resource Security Required: Reliability Status Document Safeguarding Security Level Required: Not applicable Proposed period of contract: The proposed period of contract will be from the date of the award of the Contract to one (1) year later, with an irrevocable option to extend it for up to one (1) additional one-year period. Estimated Level of Effort: The estimated level of effort of the contract will be for 85 days for the Senior Evaluation Services Consultant (Lead), 10 days for the Senior Evaluation Services Consultant (Quality Assurance reviewer), 45 days for the Intermediate Evaluation Services Consultant and 20 days for the Junior Evaluation Services Consultant. Inquiries: Inquiries regarding this Request for Proposal (RFP) requirement must be submitted to the Contracting Authority named above. RFP documents will be e-mailed directly by the Contracting Authority to the Qualified Supply Arrangement Holders who are being invited to bid on this requirement. BIDDERS ARE ADVISED THAT “CANADABUYS.CANADA.CA” IS NOT RESPONSIBLE FOR THE DISTRIBUTION OF SOLICITATION DOCUMENTS. The Crown retains the right to negotiate with any supplier on any procurement. Documents may be submitted in either official language. Debriefings: Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process.
