The City of Lancaster is soliciting proposals from qualified firms to provide Cannabis Fee Administration and Consulting Services to support the administration and oversight of the City’s cannabis fee program. Services include cannabis business account administration, gross receipts verification, fee calculation and reconciliation, compliance monitoring, revenue assurance and auditing, reporting and data analysis, technology and data integration, and related regulatory and advisory services. The selected Proposer(s) will provide the personnel, expertise, technology, and resources necessary to promote accurate reporting, timely collections, transparency, compliance, and effective administration of the City’s cannabis fee program, while final authority over policy, licensing, enforcement, penalties, and other governmental determinations will remain with the City.
