RFI for Human Capital Management (HCM) Cloud Solution

The Ontario Public Service (OPS) is issuing this Request for Information (RFI) as a non-binding market sounding exercise to inform a comprehensive, multi-year HR transformation aligned with the One HR, One OPS vision. This initiative will modernize HR operating models, governance structures, end-to-end business processes, service delivery models, workforce capabilities, and the enabling digital ecosystem for more than 80,000 employees across a large, complex, and highly unionized public sector environment. The OPS is seeking clear, experience-based insights and recommendations from three distinct respondent categories: HCM SaaS Platform Providers; System Integrators and Implementation Partners; and Business Process Outsourcing (BPO) and Managed HR Services Providers.
