Innovation, Science and Economic Development Canada (ISED) is seeking an independent contractor to verify that the Power Auctions software correctly implements the final auction rules in accordance with the Policy and Licensing Framework for Spectrum in the 26 GHz and 38 GHz Bands for determining winning bidders and the prices they will pay. The contractor will develop and implement software based on the rules for the mmWave auction. The contractor will use this software to test and validate the Power Auctions software during the acceptance testing process in advance of the auction, as well as to verify the final allocation of the auction results. If a discrepancy is detected between Power Auctions' and the contractor's software, the contractor will work with ISED to identify the cause of the discrepancy and recommend and assist in implementing a solution.
