The City’s Public Utilities Department (PUD) seeks proposals from qualified, competent, and experienced LIMS vendors for the procurement, implementation, configuration, and support of a modern, holistic, and integrated LIMS capable of serving EMTS’ diverse operations and capable of meeting the complex data management, reporting, and compliance requirements of PUD’s laboratories, clients, and regulators. The LIMS must provide improved functionality from the current solution, streamline operations, or otherwise improve the services provided by the City. The LIMS must support a modern environmental monitoring laboratory's operations including but not limited to:
• Flexible and configurable to adapt to the City’s current and future needs and diverse, dynamic enterprise reporting requirements
• Able to integrate data from several external systems
• User-friendly for both basic and advanced users
• Reliable and capable of supporting 24/7, year-round laboratory operations
• Efficient and capable of supporting automated reporting and real-time data dashboards
• Effective in incident management
• Compliant with regulatory and reporting requirements
• Structured to uphold data quality and integrity standards
• Aligned with best practices and industry standards
This system will replace the current custom-developed solution that has been in place for over 30 years. The ideal vendor will have experience implementing and supporting a LIMS for large and complex water and wastewater laboratories and multi-disciplinary monitoring, preferably within the State of California. The City seeks to identify the highest quality LIMS provider that offers the greatest value. Proposers must demonstrate that they possess the organizational, functional, and technical capabilities to perform the services and meet or exceed the requirements and service levels specified herein.
Replacement and consolidation of the current LIMS is critical to the future operation of PUD’s laboratories, including maintenance of laboratory accreditation, meeting regulatory requirements, and operating PUD’s treatment facilities. The Contractor’s software shall support PUD operations by meeting the requirements in this proposal. In addition, the Contractor’s software shall be expandable and capable of incorporating future integrations as needed by the City.
