Revision 001 This revision is raised to publish the presentation for the Suppliers' Conference held on October 28, 2021. ------------------------------------------ Given that many people are currently working from home and in an effort to reduce the spread of the coronavirus disease (COVID-19) within communities, bidders are highly encouraged to transmit their arrangement electronically using the epost Connect service. The Government of Canada is seeking to establish Supply Arrangements (SAs) for the provision of Electric Vehicle Supply Equipment (EVSE) including data services within the following groups: - Group 1: Level 2 Networked EVSE in accordance with the attached Specifications. - Group 2: Level 1 and Level 2 Non-Networked EVSE in accordance with the attached Specifications. - Group 3: Direct Current (DC) Fast Charging Networked EVSE in accordance with the attached Specifications. - Group 4: Direct Current (DC) Fast Charging Non-networked EVSE in accordance with the attached Specifications. Suppliers may submit an arrangement for one or more Groups. SAs will be issued for each group. The Request for Supply Arrangements (RFSA) is to establish Supply Arrangements for the delivery of the requirement detailed in the RFSA, to the identified users across Canada, including areas subject to Comprehensive Land Claims Agreements (CLCAs), but excluding locations within the Nunavut Land Claims Agreement. A supply arrangement is a method of supply used by Public Works and Government Services Canada (PWGSC) to procure goods and services. A supply arrangement is an arrangement between Canada and pre-qualified suppliers that allows identified users to solicit bids from a pool of pre-qualified suppliers for specific requirements within the scope of a supply arrangement. A supply arrangement is not a contract for the provision of the goods and services described in it and neither party is legally bound as a result of signing a supply arrangement alone. The intent of a supply arrangement is to establish a framework to permit expeditious processing of individual bid solicitations which result in legally binding contracts for the goods and services described in those bid solicitations. All arrangements submitted under this RFSA will be evaluated by Canada. An arrangement must comply with the requirements of the RFSA and meet all mandatory technical criteria to be declared responsive. All responsive arrangements will be recommended for issuance of a supply arrangement. Only suppliers who have been pre-qualified and have been awarded an SA will be allowed to submit bids for individual Request for Proposals(RFPs). The period of the RFSA will be for five (5) years from the date of issuance. Suppliers will have an on-going opportunity for qualification. A continuous Notice will remain on the Government Electronic Tendering Service (GETS) to allow new Suppliers to become qualified. Existing qualified Suppliers, who have been issued a supply arrangement, will not be required to submit a new arrangement. The existing qualified Suppliers will have an on-going opportunity during the SA to qualify new products.
