The Royal Canadian Mounted Police (RCMP) require the services of an architectural firm (the “Consultant”) together with a multi-disciplinary team of sub-consultants for the provision of services required to deliver the South Indian Lake new detachment, living quarters, and outbuilding. The contract period will be for sixty (60) months from the date of contract. Policy on Reciprocal Procurement: This solicitation of bids is open only to Canadian suppliers and to Suppliers of an applicable trading partner. The following security requirements (SRCL, Security Guide and related clauses) apply to and form part of the Agreement. Before the commencement of Work the following conditions must be met: • The Consultant’s personnel are required to be security cleared at the level of Enhanced Reliability Status (ERS) - General Contractor Site Superintendent(s), Project Manager(s), and Mechanical/Electrical sub-trade lead hands must be screened to RCMP ERS. Any other contractors performing work on the facility must be screened to RCMP Facility Access Level 2 (FA2) with Escort, FA2 contractors will have access to sanitized drawings only, as verified by the Personnel Security Unit (PSU) of the Royal Canadian Mounted Police (RCMP). • The Consultant, as well as any subconsultants, must comply with the provisions of the Security Requirements Check List (SRCL) & Security Guide attached at Appendix E. Basis of selection: Highest combined of mandatory and point-rated criteria (80%) and price (20%). Canada retains the right to negotiate with any supplier on any procurement. Documents may be submitted in either official language of Canada. In the event an NPP, bid solicitation or related documentation would be amended, Canada will not be sending notifications. Canada will post all amendments, including significant enquiries received and their replies, using GETS. It is the sole responsibility of the Bidder to regularly consult GETS for the most up-to-date information. Canada will not be liable for any oversight on the Bidder's part nor for notification services offered by a third party. The RCMP has adopted the Ineligibility and Suspension Policy administered by Public Services and Procurement Canada. As a result, the supplier integrity and compliance provisions are being applied in RCMP contracting activities as outlined in this solicitation.
