Public Works and Government Services Canada (PWGSC), on behalf of its client, the Department of National Defence (DND), has a requirement under the National Combat Ration Program (NCRP) to procure shelf stable combat rations in accordance with the Statement of Requirement. This requirement is to support Canadian Armed Forces (CAF) training, domestic operations, deployed operations, and emergency situations where the provision of fresh rations is not feasible. Combat rations are consumable, shelf stable products consisting of various food and non food items packaged in an overwrap bag. To fulfil this requirement, Canada has issued one Requests for Proposal (RFP) representing two procurement approaches: •a Prime Vendor approach, under which a single contractor would be responsible for managing all components of the requirement; OR •a Category by Category approach, under which multiple contracts would be awarded by component category, including the designation of a contractor responsible for ration assembly.
