Description

A prequalified consultant must have the professional experience and technical expertise that is necessary to provide the full array of services typically involved in the preparation of environmental documents. The scope of work requires familiarity with all aspects of CEQA, relevant regulatory frameworks of responsible federal, state, regional, and local agencies, and with the City of Torrance General Plan, Torrance Municipal Code, and other relevant planning documents.
In addition to preparation of the CEQA documents themselves, a prequalified consultant (or their subconsultants) will be expected to conduct supporting studies or technical analyses, or to peer review applicant-provided studies, in a range of areas, including but not limited to aesthetics, noise, air quality, biological and cultural resource evaluation, and geotechnical and hydrological analysis. The prequalified consultant will be fully responsible for the performance of their sub-contractors, and of persons either directly or indirectly employed by them. Sub-consultants must have all the appropriate licenses, certifications, and registrations necessary to perform the scope of work. Consultants must coordinate with responsible agencies early in the environment review process to ensure scoping accuracy and regulatory compliance.
