The City of Lancaster, "City", is seeking qualified and responsible Proposer(s) to provide complete armed and unarmed security services on a scheduled and as-needed basis. The selected Proposer shall furnish all labor, management, supervision, uniforms, licenses, permits, communication devices, safety equipment, transportation, reports, and incidental resources necessary to perform the services. The City will identify operational objectives and known conditions for each assignment; the Proposer shall recommend a practical, scalable, and cost-conscious security solution for City review and approval.
The Parks, Arts, Recreation and Community Services (PARCS) Department is the primary anticipated user of the resulting Contract, with the Lancaster Performing Arts Center (LPAC) expected to be the principal service location. However, services may also be requested by other City departments and for other City facilities, programs, and events, including the Lancaster Museum of Art and History (MOAH), Zelda’s 750 West restaurant and event space, parks, community facilities, public programs, and special events.
The City seeks a Proposer that can evaluate each assignment, recommend an appropriate staffing and deployment solution, and provide professional armed and unarmed security personnel, supervision, communication systems, reporting, and related support. The resulting Contract is intended to provide the City with a flexible and scalable security resource that may be utilized across City departments based on operational needs, available funding, and authorized service requests.
