Building Automation System (BAS) Maintenance Services

Solicitation number: T8080-250561 ATL Request for Proposal (RFP) Title: Building Automation System Maintenance Services Trade Agreements: The requirement is subject to the provisions of the Canada-Korea Free Trade Agreement (CKFTA); and the Canadian Free Trade Agreement (CFTA). Comprehensive Land Claim Agreement (CLCA): This procurement is not subject to a CLCA Description of Requirement: Transport Canada has a requirement for a contractor to provide maintenance services of the Building Automation System and the Heating, Ventilation, and Air Conditioning (HVAC) system of the Wabush Airport. The Contractor must provide the personnel, equipment and supervision necessary to perform the work related to the maintenance services at the Wabush Airport, in Wabush, NL. Period of the Contract: The period of the Contract is from December 1, 2025 to November 30, 2027, with the irrevocable option to extend the term of the Contract by up to two (2) additional one (1) year period under the same conditions. Optional Site Visit: An optional site visit will be held on Tuesday, October 28, 2025, at 1:00 p.m. Atlantic Daylight Time (ADT) at the Wabush Airport, in Wabush, Newfoundland and Labrador. It is highly recommended that the Contractor, or a representative of the Contractor, visit the site and examine the scope of work and existing conditions. All potential bidders should become familiar with the site before submitting a bid. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation. The Contractor shall not be entitled to payment in respect of costs incurred for the site visit. Bidders must contact the Airport representative, Belinda Curran by e-mail at [email protected] or by telephone at 506-380-4285 no later than Friday, October 24, 2025, 3:00 p.m. (ADT) to confirm your attendance at the site visit and to provide the name(s) of the person (s) who will attend. Enquiries – Bid Solicitation: All enquiries must be submitted in writing to the Contracting Authority no later than five (5) business days before the bid closing date. Enquiries received after that time may not be addressed prior to the bid closing date. Process and Selection Methodology: A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The Lowest Bid meeting all the mandatory requirements will be recommended for award of contract. Security Requirement: There is no security requirements associated with the requirement.
