The City of Redlands Municipal Utilities and Engineering Department is soliciting bids for:
Biosolids Hauling & Disposal Services
Project Overview:
The City of Redlands owns and operates a Wastewater Treatment Facility (WWTF), located at 1950 Nevada Street, Redlands, CA 92374, and managed by the Municipal Utilities and Engineering Department. The Contractor shall provide biosolids hauling services in accordance with all applicable federal, state, and local regulations governing the removal, transportation, and beneficial reuse of biosolids.
Based on 2024 operational data, the facility generates approximately 470 to 535 wet tons of biosolids per month, with an average daily output of 15 to 16 wet tons, assuming daily hauling operations. Historical production has remained below 550 wet tons per month, the Contractor must be capable of accommodating up to 900 wet tons in any given month to account for potential surges in production or emergency conditions.
The Contractor will be responsible for furnishing trailers, delivering empty units, and hauling full trailers to an off-site, permitted composting facility. Services are typically required seven days a week, although frequency may vary based on operational needs.
The Contractor shall also be responsible for providing and maintaining a yard tractor (commonly referred to as a “goat”) or equivalent vehicle to move trailers within the WWTF. The Contractor shall be responsible for the operation, maintenance, and safety of the equipment during its own use. WWTF staff may occasionally use the Contractor’s yard truck for operational purposes; when doing so, the City assumes responsibility for its own use of the equipment. Both parties shall ensure that only trained and authorized personnel operate the vehicle in accordance with site safety protocols.
Each party shall be solely responsible for any damage, liability, or claims arising from its respective use of the yard truck. The Contractor shall indemnify and hold harmless the City of Redlands, its officers, employees, and agents from any claims, damages, or liabilities resulting from the Contractor’s operation of the equipment.
The WWTF operates 365 days per year; however, City-observed holidays may not require hauling and disposal services, depending on operational conditions. Whether service is required on a holiday will be at the sole discretion of the City and will be communicated to the selected Contractor at least 72 hours in advance.
The selected Contractor shall be responsible for ensuring that all vehicles and equipment used in the performance of this contract comply with applicable regulations issued by the California Air Resources Board (CARB), including but not limited to Title 13, California Code of Regulations, Division 3, Chapter 9, effective January 1, 2024.
By submitting a bid, the Bidder acknowledges awareness of these requirements and affirms that it has reviewed the applicable CARB rules and regulations pertaining to fleet compliance and renewable diesel use. The City of Redlands will not be responsible for any penalties, delays, or enforcement actions resulting from non-compliant vehicles or fuel usage.
Pre-bid Conference is scheduled for Thursday March, 19, 2026 @ 10:05 am at the City’s Wastewater Treatment Facility, 1950 Nevada St., Redlands, CA 92374
