PURPOSE
FAX is seeking a qualified consultant with substantial experience in designing and conducting transit- related surveys, to conduct a survey that assesses passenger satisfaction in all facets of FAX service. The consultant will be responsible for preparing comparisons to previous surveys conducted for FAX in 2011, 2014, 2018, 2022 and 2024 to identify general trends in passenger satisfaction. FAX wishes to help improve the safety of riders and reduce street harassment on public transit. Therefore, proposals should include recommendations on effectively incorporating elements of the harassment survey included in California Senate Bill (SB) 434 (Transit Operators,
Street Harassment Survey) into the Customer Satisfaction Survey.
Upon completion of the survey, the consultant will prepare a detailed list of findings and
recommendations for improved passenger satisfaction and other related subjects discovered during the survey process. The survey will include, but not necessarily be limited to, passenger satisfaction with FAX personnel, policies, and practices, and experience with harassment on FAX buses and at FAX bus stops. The survey will collect demographic information and will assess passenger comfort, convenience of service, frequency of service, value of service, concerns with safety on and off the bus, passenger experience with harassment, as well as other relevant topics. The key goals of the survey are to find cost-effective ways to enhance passenger satisfaction and
safety and to increase ridership.
