Metropolitan requires the services of a highly-qualified certified public accounting firm [Respondent] to: 1) perform periodic independent audits of Metropolitan's financial statements, 2) review accounting procedures used by Metropolitan, and 3) recommend improvements to Metropolitan's accounting procedures and systems of internal control. Respondent shall have experience in auditing utilities and government agencies, and also experience in tax-exempt bonds and other municipal financing activities.
