The Carabobo is a former Flower-class corvette built in 1940–1941 that sank in 1945 after running aground in Gaspé Bay during transit to Venezuela. The wreck lies at a depth of just under ten metres, with an intact stern section and scattered structural remnants spread over a wide, undefined area on the seabed near Forillon National Park.The Canadian Coast Guard first responded to reported leaks in 2000–2001, recovering oil and securing the wreck. In 2019, additional reports of oil bubbles prompted a diver inspection, which confirmed that the wreck is highly degraded and heavily covered in algae, making visual assessment difficult. The primary risk associated with the Carabobo wreck is environmental, particularly the potential for intermittent releases of residual hydrocarbons or contaminated sediments. This bid solicitation process is open only to suppliers holding a Supply Arrangement (SA) under the Request for Supply Arrangement (RFSA) EVC01-202002.
