Opportunity Overview:
PSPC is seeking feedback from suppliers to assess the capacity of environmental engineering services firms, including both Indigenous and non-Indigenous businesses, to deliver Multidisciplinary Environmental Consulting Services across Alberta, Saskatchewan, Manitoba, the Northwest Territories, and Nunavut. This RFI is focused on gathering information to enhance Indigenous participation in government procurement and to evaluate firms' ability to help meet the government’s minimum target of awarding 5% of total contract value to Indigenous firms.

Scope and Objectives:
The RFI aims to achieve the following objectives:

1. Evaluate the capacity of firms to deliver environmental consulting services.
2. Promote Indigenous participation in federal procurement activities.
3. Support efforts toward reconciliation with Indigenous peoples.
4. Assess the capability of Indigenous businesses in meeting the contract value target for Indigenous firms.

Mandatory Qualifications:

• Previous experience in providing environmental consulting services, including decontamination, environmental management, and impact assessment.
• Capacity to perform services in the specified geographic regions (Alberta, Saskatchewan, Manitoba, Northwest Territories, Nunavut).

Geographic Restrictions:
Services must be provided in Alberta, Saskatchewan, Manitoba, Northwest Territories, and Nunavut.

Required Technical Capabilities:

• Expertise in environmental impact assessments (EIA)
• Decontamination and hazardous material management
• Environmental monitoring and advisory services
• Rehabilitation and decontamination services

Evaluation Criteria:
The feedback and information responses will be assessed based on the relevant experience and capacity of the firms to provide the required services and support the goals of advancing Indigenous participation in federal procurement.

Preferred Qualifications (Competitive Advantage):

• Strong history of collaboration with Indigenous communities and organizations.
• Experience in federal government contracts or similar projects.
