The SGVCOG is defined as an Eligible Jurisdiction (EJ) and receives funding from the Los Angeles County Affordable Housing Solutions Agency (LACAHSA) to administer the region’s share of Measure A funds. Measure A is a half-cent sales tax in LA County for affordable housing production, homeless services, and homelessness prevention. Five percent of LACAHSA’s allocation of Measure A is for Technical Assistance (TA) to support capacity building, program implementation, and program design, research, and evaluation. TA is offered directly by LACAHSA through a separate procurement and through suballocation to EJs to support Measure A outcomes. The SGVCOG will utilize a portion of its TA allocation to operate the Affordable Housing Incubator to provide the technical resources cities and other partners need to more easily and efficiently develop and preserve affordable and moderate-income housing in the San Gabriel Valley. The Affordable Housing Incubator will address the unique needs of San Gabriel Valley and support projects to increase the housing supply within the region and effectively utilize Measure A funds available to EJs, developers, and partners including Community Land Trusts. Therefore, the SGVCOG seeks to establish a bench of consultants to provide on-call technical assistance and resources to cities and stakeholders to support the following focus areas:
· Affordable Housing Preservation;
· Affordable Housing Development
· Policy Development and Implementation; and
· Homeownership Opportunities and Community Land Trust Support
