NOTE: Please reference RFQ EP938-25-1353 The issuance of this RFP begins the second stage of the Procurement Process that commenced with the issuance of the RFQ. Only the three (3) shortlisted Proponents will be permitted to participate in this RFP stage and to submit Proposals. The execution of the Development Phase Agreement with the highest-ranked compliant Proponent (under which the Proponent will become the “Development Partner”), will initiate the Co-Development Phase. The Implementation Phase begins when the Development Partner signs the Design-Build Agreement. This Request for Proposal (RFP) is Stage 2 of a two-stage procurement process. At Stage 1, on February 28, 2025, a Request for Qualifications (RFQ) EP938-25-1353 was posted electronically on CanadaBuys , which closed July 24, 2025. The RFP consists of two (2) volumes which have been made available to each qualified Proponent in the Data Room in accordance with the terms and conditions set forth in this RFP: Volume 1: Instructions to Bidders; and Volume 2: Draft version of the DPA and DBA including all related schedules, appendices, and attachments. Canada has invited the following three (3) Qualified Respondents to participate in the RFP process, in alphabetical order: EBC Prime Members: EBC Inc.; NFOE Inc.; Moriyama Teshima Architects; WSP Canada Inc. EllisDon Prime Members: EllisDon Corporation; Diamond and Schmitt Architects Incorporated; Smith + Andersen (Ottawa); CCxA Architectes Paysagistes; Entuitive Corporation (Entuitive); Équipe Laurence inc.; S + A Footprint. Pomerleau Prime Members: Pomerleau Inc.; Provencher_Roy + Associés Architectes Inc., a member of Provencher_Roy + Michael Green Architecture in Joint Venture; Michael Green Architecture, a member of Provencher_Roy + Michael Green Architecture in Joint Venture; Bouthillette Parizeau inc. The RFP and all related documentation will be made available to the three Proponents through the use of a Data Room that has been established for this project. Only the Notice of Proposed Procurement will be published on canadabuys.canada.ca. PROPONENTS ARE ADVISED THAT CANADABUYS.CANADA.CA IS NOT RESPONSIBLE FOR THE DISTRIBUTION OF SOLICITATION DOCUMENTS.
