PROCUREMENT OVERVIEW:
Public Services and Procurement Canada (PSPC) is seeking Expressions of Interest (EOI) for the lease of approximately 258 usable square meters of contiguous office space in Saskatoon, Saskatchewan. The lease term is anticipated to be around 10 years, beginning on or about April 1, 2029, with an option for early termination after April 1, 2037. The primary objective is to secure a suitable office environment that meets specific criteria for functionality, accessibility, and compliance with PSPC standards.

MANDATORY REQUIREMENTS:
Bidders must meet the following criteria to be considered eligible:

• The proposed space must be located in the City of Saskatoon.
• The space must be approximately 258 usable square meters of contiguous office space on the same floor.
• Availability of the space must be approximately 42 weeks prior to the lease commencement date.
• The building must be commercial or office type; industrial buildings will not be considered.
• A dedicated telecommunication/equipment room of at least 9 square meters must be included.
• The space must accommodate a bicycle rack and have all basic utilities (telecommunications, water, sewer, gas, electricity).
• A public transit stop must be within 600 meters of the main entrance, with service intervals not exceeding 30 minutes during specified hours.
• Compliance with PSPC’s Standards for Leased Accommodation is required by the lease commencement date.
• A valid security clearance at the Reliability level may be required prior to award.

TECHNICAL CAPABILITIES:
Bidders should demonstrate the ability to provide a space that meets the outlined physical and functional requirements, including compliance with PSPC standards for leased accommodation.

DELIVERABLES AND PERFORMANCE STANDARDS:
Key deliverables include the provision of the specified office space that meets all mandatory criteria, readiness for occupancy by the specified timeline, and compliance with all applicable standards and regulations.

PREFERRED QUALIFICATIONS:
While not mandatory, bidders with experience in leasing commercial office spaces, particularly those familiar with government standards and security requirements, may have a competitive advantage. Additionally, having a history of successful lease agreements with public sector entities could be beneficial.
