The objective of this requirement is to provide professional services support to the Chief Innovation and Technology Office (CITO) to advance the modernization of the IRB’s case management and adjudicative support environment through the Horizons initiative. Under this umbrella, work may include a portfolio of related digital modernization projects intended to improve operational efficiency, service quality, sustainability, interoperability, security, and scalability. This work includes initiatives to modernize legacy recording and information-handling capabilities through more current digital approaches; to streamline the creation, organization, and management of electronic case files through increased automation and standardization; and to support structured digital tools that guide and assist decision-making workflows in a more consistent and efficient manner. Collectively, these projects are intended to help the IRB assess, design, validate, and implement modern digital solutions that reduce manual effort, support more resilient operations, and strengthen the organization’s transition toward a more integrated digital environment.
