Senior Business Analyst Services

PROCUREMENT OVERVIEW

The Public Service Commission (PSC) of Canada is seeking Senior Business Analyst services to support various modernization, digital enablement, and IT-enabled transformation initiatives. MANDATORY REQUIREMENTS

• Indigenous Business Certification: Bidders must certify that they qualify as an Indigenous business as defined under the federal government's Procurement Strategy for Indigenous Business (PSIB).
• TBIPS Supply Arrangement: Only holders of the TBIPS Supply Arrangement EN578-170432 who qualify under “Tier 1” in the National Capital Region are eligible to bid.
• Security Clearance: Minimum resource security required is Reliability; corporate security must meet Designated Organization Screening (DOS) requirements.

TECHNICAL CAPABILITIES

Bidders must demonstrate capabilities in:

• Business analysis at a senior level (Level 3).
• Experience with modernization, digital enablement, and IT transformation initiatives.

PREFERRED QUALIFICATIONS

While not mandatory, bidders with prior experience in government contracts, particularly in the context of digital transformation and modernization projects, may have a competitive advantage. Additional certifications or specialized training in business analysis methodologies could also be beneficial.
